[Vision2020] Can we agree on this?

Carl,

I may be wrong about this, but I thought that the majority of our aquifers'
refilling was due to snow-melt as opposed to rainfall. 

Does anyone else know if that's correct? 

If that's the case, then we cannot afford another low-snow Winter as we had
last year.
