Dear Bill and All,
I think a day care center, designed for use primarily by persons in the =
the Tech Park, is entirely appropriate for a technology park. While =
other parents might take avantage of it, I think that its primary focus =
ought to be for the market of persons working in that area.=20
If that is not what this is about, the decision to disallow may be =
appropriate. Otherwise, let's look at this because I believe a business =
location, conveniently adjacent to appropriate services, is a great =
enhancement to a project that has produced some interesting home-grown =
business opportunities. I don't recall, however, any encouragement of =
downtown businesses to relocate... certainly not from me!.=20
Unfortunately, I do not have the background information to express a =
final definitive opinion and simply noticed that this was an interesting =
issue that I might want to follow, not an assessment of the merits or =
lack thereof of this particular proposal. The purpose of my posting was =
to encourage people to take a look and get involved... now, when the =
decision is ripe!=20

Sorry but I must disagree with you assessment of the need for a =
day care center at the Alturas Tech Park (as you noted in your posting =
about the Thursday night meeting before the Board of Adjustment).=20
That park was built with Moscow taxpayer money for one reason: =
to provide a home for high-tech businesses. The goal was to keep those =
good jobs (especially those developed through UI research) in Moscow.=20
Then Alturas was built with much money and much fanfare. And =
basically it sat, with virtally all lots unsold, and bills coming due. =
Then the powers that be got the bright idea of opening the park to =
anyone. It has thereby become little more than a tax-supported =
professional mall, with lawyers, accountants, and other offices that =
moved out of downtown.=20
So to bail out Alturas, the city encouraged downtown businesses =
to relocate. Taxpayers lost all the way around.=20
And now an established day care center wants to move to Alturas. =
This is not a new day care center that is designed to take care of kids =
whose parents work there.=20
If the city decides to let this daycare center in, any kind of =
business would be OK, and so Alturas would fill up, draining further =
from downtown, and refocusing the park from technology to tax-supported =
minimall status.=20
No, I don't hate children. No, I don't hate day care centers. =
I just do not think there is any legitimate reason for allowing one in =
our tax-supported technology center.=20
I discussed the Thursday hearing with Bill Belknap of the city =
planning office. Those who wish to provide comment to the Board can =
email their public comment to Belknap at bbelknap@ci.moscow.id.us. Or =
go to the hearing on Thursday, 7:30pm at the council chambers.=20

Thursday night, an appeal will be heard on a denial of a permit =
for a day care center in Alturas Technology Park in the RTO zone at 7:30 =
PM before the Board of Adjustment... On the face of it, this looks like =
one that should have been granted up front... day care centers are =
certainly related to assisting the office workers who work in tech =
parks. I just may cruise by, since it's about the 25th anniversary of my =
personal association with and support of child care centers! All the =
