The following comparison is based on my sometimes faulty memory of state
law and SDOE rules and regulations. It is not designed to compare costs
of operation but rather to look at best expenditure. It also ignores
local MSD policies.
MHS Full time Student Junior and Senior years (assumes 6
courses/semester)
HS Credits 24 Plus HS Diploma
College credits 0
MSD Cost $16,000
MHS Student full time at UI for Junior and Senior years(assumes 4
3-credit classes/semester)
HS Credits 32 Plus HS Diploma
College Credits 48
MSD Cost $8464 (Fees and Books)
Some other thoughts:
Since the student is still a MHS student, MSD gets ADA count for the
student thus gets state support, @$9000 using above example. If you
look at MSD graduates, a vast majority go on to UI after HS.
Furthermore, if enough students opt for this approach, student numbers
at MHS would drop enough to allow the ninth grade to move to the HS and
sixth grade to the JH making it a true middle school. This in turn
would allow the district to sell West Park to the UI, and use the funds
from the sale plus funds saved from above to remodel and upgrade both
the HS and Russell. There could even be enough to provide some property
tax relief, helping out local businesses and keeping housing costs down
(remember the fair housing commission report?)
Finally, remember that Gov Kempthorne has signed in law a bill that
allows the UI to set up its own charter school, a process that would
drain ADA from MSD.
