My understanding is that it was largely Canadian teams that were involved in
the post Gulf War fire fighting in Kuwait. A small company called "Safety
Boss" capped more wells than any other group. At one time they capped 180
wells in 200 days (of the total 600 fires that were set). I work in Alberta
on a regular basis and am familiar with the company and their history. They
came into prominence in the Gulf War as a small company that provided huge
results.

A simply search with Google for "Safety Boss" and "Gulf War" yields a wealth
of info on the subject.
