It's completely logical. The goal is to line the pockets of those who favor the people in power, not conserve tax dollars. Why would they conserve tax dollars when they can always steal more?

Years ago, the County was offered the option to actually buy the old Moscow Mall (Eastside Marketplace) for one million dollars.  The also could have sold the current courthouse to the School district.  That seems a lot cheaper than what this expansion is going to cost us, adn it would have helped out the school district as well.  I guess that would have just been too logical.
