Cynically? Because it brings in revenue to the state's coffers.

demonstrate that there is *no difference* in performance of homeschooers
between states that are highly regulated (like Washington), moderately
regulated (like Oregon), and unregulated (like Idaho). 

However, it does raise the taxes that Washington has to pay, keeping track
of homeschoolers. 

Well, at least they feel better about themselves for doing so.
