OK, I just couldn't resist!

All those who oppose the idea of our community hosting boxing should
take their complaint to city hall where;

1)  The city council will draft an ordinance declaring that all males
are born stupid and should be required to stop hitting each other.  The
council will hold a public hearing, inviting all those opposed to boxing
to speak, where at least one person will presume to speak for more than
800 fellow Moscowans.  The ordinance will then be rewritten to eliminate
the word stupid and replace it with something more PC.  A second hearing
will be held where those supporting boxing will be denied an opportunity
to speak.  The ordinance will pass, and then the supporters on the
council will declare the ordinance will only be selectively enforced.

Or

2)  Five years from now someone on the council will remember that there
once was a complaint regarding boxing in Moscow and will draft an
ordinance that defines boxing as a Promotion, and those engaged in
boxing as Promoters.  These will, of course, require a license to
operate, but the city will not profit from selling these licenses.
