[Vision2020] The Vendor Ordinances

Or, those who have made an investment in a certain means of doing business
(storefronts) wish to use their influence with the  lawmakers to prevent
competition from those who have chosen a different model (squatting on the
roadside).

One could argue that the politically influential in this state have managed
to exempt or reduce their taxes to the point that not all public services
that the electorate has shown a desire for can be provided under the present
structure.
