[Vision2020] Vendor Ordinances and Resolution

I haven't carefully studied the ordinances, so this might be dealt 
with.  As near as I can tell, not all of the Farmers Market is on private 
property.  Some vendors are located on Friendship Square, alongside the old 
GTE building.  Public property, right?  So those vendors would need 
permits, while the other vendors would not?
