[Vision2020] Vending Ordinance - Update

I attended the Administrative Meeting on Monday, February 24th at City
Council Chambers.  First, the ordinance that was circulated here on Vision
2020 is the wrong ordinance.  The Correct Ordinance only deals with the
public right-of-way.  I requested that the City post the correct ordinance
and the resolution on Vision2020.  Gary Riedner stated that the ordinance
was in response to a letter from the Chamber of Commerce in May of 1998.
Several Downtown Shop owners were concerned that street vendors had an
unfair competitive edge - they had no taxes, rent/mortgage, etc.  The
Chamber requested an ordinance that would address that issue.  The
Administrative Committee took comments from persons present and Jon
Kimberling, JoAnn Mack, and Peg Hamlett referred to business/citizens
comments that had received. JoAnn Mack, Chair of the Committee, stated she
didn't want to create a problem by trying to fix a problem that does not
exist.   The Council reminded everyone that they were in no great hurry and
wanted to hear from the public.  Several people expressed concern over the
requirements to receive a license; the limited hours allowed; whether ice
cream trucks would be prohibited in residential areas; etc.

I suggest that you review the correct ordinance and resolution and give
comments to any Council Member, Mayor Comstock or to appropriate City Staff.
