[Vision2020] Powell's speech

My mistake.  I apologize for the confusion.  The president I meant to
mention (referring to 1949) was Truman.  Things have been a bit hectic in my
office this afternoon.  Sorry about the confusion.  If you doubt my
accuracy, check out the history books, ok?
