I looked at the tax chart you suggested.  This chart lists both urban =
tax %
and rural tax % in each county, as well as the overall average.
What I thought was interesting was that in comparing urban tax %: Latah =
was
not the highest, but was one of 5 counties clustered at top with highest
urban rates.
However, Latah was the clear winner in the race for highest rural tax =
rate.
No other county was close.
I can understand how the urban tax rate (in Moscow) would be affected by =
the
UI/Gritman/New St. Andrews etc not paying property taxes, but why is the
rural tax rate so significantly higher than any other county?
