It seems to me that the issue may be more properly framed as:
Why doesn't local government, in any of its various forms, consider human
traffic when deciding on growth and development?
Adding so many apartment houses off of Baker and West A streets certainly
means an increase in foot traffic across the Pullman Hwy. Shouldn't a
pedestrian crosswalk be part of the development costs? Why should we be
reduced to a tax to pay for something that should have been included in the
initial development plans.
