Debbie, that PDF file that I referenced
(http://www2.state.id.us/tax/propertytax/PTpdfs/2002AveragePropTaxRates.pdf)
has three columns. In there, it reads "Average Urban %", "Average Rural %",
and "Overall Average Prop. Tax %".
In the column for "Average Urban %", Latah is only behind Power and Bannock
counties. Now, I don't know how Power breaks down its "urban" areas, but I
suspect that you are correct about American Falls being that "urban" area.
