[Vision2020] City property taxes

Someone recently posted to vision 2020 a statement, among others, that city
property tax rates had gone down this year.  Since I remember paying more
than I thought, but knowing I am sometimes wrong, I decided to check.

Indeed city tax rates were less this year, 2003, than 2002.  However, the
city tax rate in 2001 was .00516909, the tax rate in 2002 was .005844954, a
whopping 13% increase.  In 2003 the tax rate is .005643228, a 3.5%
reduction.  I assume that the city council's mandated tax increase took
affect this year, 2003, and is reflected in the tax rate for 2003.
Therefore, despite the tax increase, we are paying less this year than last
but still significantly more than in 2001.  Clearly, growth does pay for
itself, if the city government is kept under fiscally responsible control.
