John,

I guess it all depends as to the level of services we want from our
community and the property taxes we are willing to pay. Since the two
largest employers in Moscow (U of I and Gritman) pay no property taxes,
Moscow has one of the highest percentage of revenue paid by residential
taxes in the state of Idaho. I guess we have to ask if we are content
with our tax rate (and subsequent increases that are most likely coming
due to increased cost for benefits, loss of property from the city tax
rolls, etc.).

On a side note: I'm not certain that the petition that was submitted to
IDWR requested a moratorium until additional studies were completed as
you stated. I believe the petition requested a moratorium until adoption
and implementation of a plan to stabilize aquifer levels. I don't think
there was a request for additional studies, analysis or evaluation.
