Hi Matt,
As I understand it, there is no "study" presently planned. IDWR is
deciding whether to whether to designate this area as a critical
groundwater management area, a groundwater management area, or to do
nothing at all to intervene in the local water management. IDWR must
evaluate these alternatives as there has been a local petition by
several organizations.
A designation of "Groundwater Management Area" (42-233B) requires that
the Director receives reports on the progress of the local management
plan and the withdrawal reports. A "Critical Groundwater Area" (42-233A)
designation allows the director of IDWR in Boise to deny any or all
water permits on the Idaho portion of the aquifer. In addition, this
designation allows the director of DWR in Boise to order reductions in
the present water withdrawal on the Idaho portion of the aquifer. As I
understand it, if a "Critical" designation is made, the IDWR in Boise
could make decisions as to who can drill wells, how much water can be
used, etc. And water is the lifeblood of any community. How would affect
the local economy and/or future development? I will leave that up to you
to decide.
As in the case of the Rathdrum aquifer (a similar situation where it
straddles two states), I would like to see additional studies before
making major unilateral decisions that only affect 40% of the present
pumpage. In many peoples' minds, the PBAC reports created as many
questions as it answered.
