Two questions I would like to know, is how long will this study by the =
IDWR take, and what impact will it have on our economy and the people =
whose lives depend on  the future expansion of the area? Could someone =

  I would like to thank Bill London for his very detailed update on the =
water situation in the area and wish to applaud the Moscow Civic =
Association for taking action for us because the city council can't seem =
to realize we have a problem. I have printed off the very detailed =
information and have it to refer to later.

  The Moscow City council have their heads in the sand. When the council =
called for voluntary water restrictions in June I couldn't believe their =
action because they were basically ignoring the problem. Where I came =
from, if a city council neglected action on something this serious they =
would be recalled. I saw 4 members recalled for something less serious. =
I can't also believe the council's actions in their reluctance to have =
follow up meetings with the Moscow Civic Association

  About 35 years ago I was involved in  Kellogg Foundation "New =
Horizons" 3 year study program. At one of our sessions a Dr. Bill Cooper =
from Michigan State University told us that some day we would run out of =
water. This took place in Michigan where we were surrounded on 3 sides =
by large fresh water lakes. I thought, "this guy doesn't know what he =
was talking about".=20

  Ground water tables have dropped in Michigan, the lakes are down 2 to =
3 feet and several counties are having water problems there already. =
Water problems are prevalent all over the country and in some places =
water is available but it is polluted.

  It appears that the only solution to the problem is to have the Idaho =
Department of Water Resources take over conservation measures for the =
Grande Ronde aquifer because the city council seems to think there is =
not a problem.
