2. Surplus Recording Equipment from Police Department - Dan Weaver
The Police Department is requesting the surplus of some recording
equipment which will be donated to Clearwater County.
ACTION: Recommend approval of declaration of recording equipment from
the Police Department as surplus.
3. Amendment to Peddlers Solicitors and Canvassars License - Randy Fife
Discussion related to the denial of a license to those who have committed
certain crimes has led to the proposed amendments which generally track
prohibitions for daycare licenses. Additionally, provision is made that
failure of a person appealing or an applicant or their representative to
appear during the appeal automatically denies such appeal.
ACTION: Recommend approval of the Ordinance; recommend denial of the
Ordinance; or take such other action deemed appropriate.
4. Proposal for 2003-2004 Christmas Tree Drop-off - Andy Boyd
Each year Latah Sanitation, Inc. promotes the recycling of Christmas
trees. To keep the costs of the program as low as possible, they ask people
to bring their trees to Moscow Recycling's 24 Hour Yard Waste Disposal site
or directly to the Transfer Station. The proposed program is very similar
to last year's program and staff has found the advertising costs to be
acceptable.
ACTION: Recommend approval of Latah Sanitation, Inc.'s Christmas Tree
Drop-off proposal.

1. Approval of Minutes of December 1, 2003 - Stephanie Kalasz
2. Conveyance of Original Fire Station Property - Randy Rice
The City Council has directed that the property originally purchased for the
Fire Station #3 site be sold. Staff is presenting a recommended plan for
sale of the property subject to Idaho Code requirements.
ACTION: Recommend approval of the property sale and authorization of
staff to proceed as required in addition to recommending that the Council
establish a minimum value of $40,000 for the property and authorizing staff
to enter into an agreement with Moscow Realty outlining the stipulations by
which the property will be sold.
3. Agreement for Parks Shop Shed Construction Drawings - Roger Blanchard
Two proposals were received for architectural services for preparing
construction drawings and cost estimates for a shed roof for the south side
of the City Shop. Constructive Solutions of Pullman submitted the low quote
which fell within the projected budget for the project.
ACTION: Recommend approval of the agreement and the Mayor's
signature thereon.
4. Proposed Ordinance Amending MCC Title 5, Chapter 16 to Regulate
Portable Toilet Waste Discharge in the City - Les MacDonald
In recent years, the City of Moscow Waste Water Treatment Plant has
been receiving waste from portable toilet waste haulers. This has occurred
without a formalized process being established to address how and when waste
should be accepted and what, if any, fees should be assessed for this
service. It is necessary to modify the City Code with the addition of a new
Chapter within Title 5 to remedy the situation. The creation of this
section of the Code will provide framework for the acceptance of portable
toilet waste at the WWTP that will be reasonable and consistent.
ACTION: Recommend approval of the Ordinance; recommend denial of the
Ordinance; or take such other action deemed appropriate.
5. Proposed Ordinance Amending MCC Title 9, Chapter 9 to Declare the
City's Authority to Establish Cross-connection Requirements - Les MacDonald
The City Code contains provisions pertaining to the implementation of
a cross connection control program that have not been revised for more than
15 years. Pursuant to the City's goal of proactive management of the
domestic water resources, it is appropriate to review and update these
provisions to allow for more effective control of potential contamination
sources.
ACTION: Recommend approval of the Ordinance; recommend denial of the
Ordinance; or take such other action deemed appropriate.
