That same Pulitzer Prize-winning historian (David McCullough) also noted
that Massachusetts' illiteracy rate is higher today than it was in the 18th
century. 

It must have been that the Department of Education (both Federal and State)
was spending more money back then than we are today.

Oh, wait! There *was* not Department of Education back then. 

How very, very odd.
