[Vision2020] The Puke IV

I'm curious... does anyone know who (if anyone) performs health/safety
inspections for Moscow restaurants?  Last night at 9:30pm, I was driving
down E street at the E St./Main intersection.  If you are facing Rosauers
from the East side of that intersection, to your left you will see the
back kitchen door and garbage dumpster belonging to the Mark IV
Restaurant.  At 9:30 last night when I happened to glance that direction,
I noticed the kitchen door was propped open.  As I slowed to a stop at the
intersection, a grey/white-haired man with NO SHIRT ON and SMOKING A
CIGARETTE walks out of the kitchen, tosses a bag of garbage into the
dumpster, and walks back inside.  Yummy.  What, if anything, would any of
you do if you had witnessed this?  (by the way, I did have a passenger
that observed the entire scene as well)
