If the tenant was separately metered than the landlord, technically the answer is no. But it would probably cost more than $1,500 to convince the power company your client is right.

Client landlord evicted tenant.  Found out months later that tenant had stolen electric service from Progress Energy and there is an outstanding bill of $1,500.  Is landlord responsible for $1,500 bill?  Progress Energy says it has to be paid before any service will be restored at that address.
