[RPPTL LandTen] Residential utility bill

Client landlord evicted tenant. Found out months later that tenant had
stolen electric service from Progress Energy and there is an outstanding
bill of $1,500. Is landlord responsible for $1,500 bill? Progress Energy
says it has to be paid before any service will be restored at that address.
