Two possibilities. If it doesn’t require a Division I or Division II license
then obviously anything a handyman might do  is OK. The other possibility is
the exclusion for minor and inconsequential work [§489.103(9)]. I’m a
Special Magistrate for the Pinellas Count Construction Licensing Board, in
which county the limit is lowered to $500.00, and the most frequent
difficulty I see with handymen is that they work in areas for which a
life-safety type of license is required [e.g. roofing] regardless of dollar
amount, or their total price exceeds the dollar limit.

Is there a scope of services that definitively qualifies as “handyman”
services and does not require licensure by the CILB.
