It seems that's kind of backwards from the way the analysis should apply.  The first question is whether the type of work being performed requires a licensed contractor under chapter 489 (see section 489.105 of definitions) and FAC 61-G4.  If law and regulation do not require the work to be performed by a licensed contractor, then it can be done by a handyman.  The DBPR website has a useful list of what constitutes unlicensed activity for all professions it administers-- http://www.myfloridalicense.com/dbpr/services.html

Is there a scope of services that definitively qualifies as "handyman" services and does not require licensure by the CILB.
