[CLC-Discussion] owner's representative referral in Broward County sought

Good evening:  Our firm is seeking some referrals for an owner's representative or architect, or both, who can assist with assessing incomplete and defective construction, make recommendations, help procure a replacement general contractor, and supervise remedial and completion work.  The project is waterfront in Broward County.  The original contract value was $359,000.  This may or may not lead to litigation.

The project is a large property on or across the street from the Atlantic Ocean. The homeowner started renovations in 2012. The project was a gutting of certain areas of the home, installation of new floors, new walls, new doors and windows, new cabinets, several built-in units, new paint, new HVAC unit/zone installed, various plumbing and electrical work, etc... A complete interior remodel. There was a thought at one time of putting in an elevator, and a shaft was built, but that plan has gone by the wayside in favor of converting the shaft into three closets stacked on top of each other. The company with which the homeowner contracted is completely unlicensed for any of this work, though some of the work appears to have been completed by licensed contractors under properly pulled permits.

The project is near completion, but the newly installed sliding glass door(s) leak, there are numerous issues with the flooring installation (including possibly the subfloor), there is an elevator shaft with no elevator (also meaning there are three closets with no floors), HVAC problems, and various other construction defects.
