[CLC-Discussion] Building Permit Application

Is anyone aware of a case that stands for the proposition that a
leaseholder is a proper "Owner" for purposes of signing a building
permit application.  
 
Based upon my review of 713.135 and 713.01 (23), it appears that the
statute contemplates that leaseholders are defined as Owners.  However,
a municipal building department and city attorney will not recognize
that right.
