<div dir="auto">Good afternoon.  Client owns property that parallels a small irrigation ditch. Next to a road. There is an existing culvert that allows the client to access his property.  Culvert is failing and needs to be replaced.  Who pays for the repair?

 It is unclear if the ditch is on the right of way or in the very vague 1926 ditch easement.  Thoughs? Thanks, Craig <span></span></div>
