not a computer algorithm. <o:p></o:p></span></p>

<p class="MsoNormal"><span style="color:#002060">The real issue here is that there is no writing that lays out the specific format that is required on the REETA. Section 7 of the REETA clearly says “WAC number (section/subsection).” It does
<u>not</u> say WAC number (section/subsection) and paragraph number from the Supplemental Statement in the following format: (subsection paragraph) (no section or periods or spaces between subsection and paragraph).”<o:p></o:p></span></p>
