    <p>A dozen years ago a default judgment was entered against a

      contractor, bond company paid part of judgment (6K back then). 

      Plaintiff dissolved itself without pursuing the balance. 

      Applicability of bond challenged by the contractor (forged

      signature).  Bond company did not pursue collection.</p>

    <p>This week L&I suspends contractor, states that it does not

      matter that enforcement of the judgment is barred by the SOL. 

      Refuses to discuss or stay suspension. Large projects (contracts

      with government) in jeopardy. </p>
