<font face="Arial, sans-serif">I would like to reduce the discussion
to principals. I hypothesize that by skipping to the end (Is this
working or not), we are cheating ourselves of an easier lasting
answer.<br>
<br>
I would suggest that the first principle is (a) that what is moral
for you to do as an individual to or with another individual is
moral for you to join a group to do to another individual or group
and (b) that what is immoral for you to do as an individual is
immoral for you to do with or as a group.<br>
<br>
In this case, is it moral for me to prevent another person from
collecting money from still another person based on an honest
informed agreement between the two people with whom I am not in
privity? A state governor is simply the chosen leader of a group
(sure, it's a big one). <br>

That is the end of what is becoming ponderous. I do not ask anyone
to read further. I haven't the time to shorten my draft. Maybe
someone will read all of this & build onto it;or not.<br>

Move to a different issue. If right, then ask if it is good or
bad (by doing this right thing, do I/we accomplish the good
intended without moral evil or bad result).</font></p>
<p><font face="Arial, sans-serif">I would clarify Mr. Hay's
statement, because it does seem to assume something that is
not necessarily true. "The moratoriums are a policy protecting
the most vulnerable," would, be improved if changed to "the
moratoriums are intended as policies protecting the most
vulnerable."</font></p>
<p><font face="Arial, sans-serif">If it's immoral to interfere,
then the moratoriums are per se bad, not good. I do not accept
the rule "let us do evil that good may come". So let's first
be sure we are not proposing something evil for expediency.
Next let's see if our proposed moral good is going to
accomplish an actual good.</font></p>
<p><font face="Arial, sans-serif">In Mr. Hay's context, I don't
see a difference between "the state and the nation". I think
by state, Mr. Hay means "government" and by "nation" he means
government. Maybe, however, "state" means Washington State and
nation means "United States." One a small government and the
other a larger aggregated government including the first.
Both government.</font></p>

<p>You're generalizing. The moratorium protects an entire class
regardless of their need, at the expense of another class,
regardless of their need. If it were based on economics I'd
have little problem with it, but it's not. Beyond that
though, I'm worried about the long term adverse effects on
those who actually need the protection. The moratorium may
have given them a false sense of security and lead them to
make bad decisions. Back when I practiced law I did primarily
debtor bankruptcy and the moratorium is likely causing people
to make decisions that no competent financial planner would
ever advise them to make.<span style="font-size:11.0pt"><o:p></o:p></span></p>
<p>Also, you can't even assume someone who rents cannot afford
to own. They may just not wish to own for many different
reasons.<o:p></o:p></p>
