The question is, if the board quits, all at the same time, who runs the HOA? This HOA is governed by RCW 64.38 and its Bylaws contain nothing about this situation. Nothing in RCW 64.38, RCW 64.90 or RCW 24.03 seem to apply when the board abandons the sinking ship. I realize special meetings can be called, but who is going to do that?
