<p class="MsoNormal">Looking to refer a “PC” homeowner that has a dispute with their contractor. Contractor caused damage to the property and didn’t complete the job. PC obtained a bid for repairs and completion. PC says that damages are around $30k. Property
is in Seattle. There is no written contract.<o:p></o:p></p>

<p class="MsoNormal">Here is where it gets interesting… PC submitted their claims through an online arbitration forum:

a Claim of Lien and in response to the complaint/arbitration demand on the platform asserts that the Claim of Lien is not subject to the arbitration.
