</head><body><p>When a developer pays for and installs infrastructure that will benefit properties that develop in the future (such as water distribution lines, sewer lines, traffic signals, etc.), the original developer may enter an agreement with the local governmental agency that required the infrastructure, that allows the government to apportion a share of the costs of the infrastructure to the later developments. The share is collected at issuance of a building permit, and paid over to the original developer.
