<p class="MsoNormal"><span style="color:#1F497D">That's kind of my thought, but I don't think there is such a critter. But it occurs to me that the State has an interest in making sure that public water systems provide water to all residences within a particular
region (within conservation limits of course), and I wonder if perhaps the State has imposed a statutory duty to provide service. Nothing is coming up in my searches but that doesn't mean it doesn't exist.<o:p></o:p></span></p>

<p class="MsoNormal">Alternatively, if an owner of property with a private well wants to decommission their own well and join a Group B that serves neighboring properties, can that be forced, or is it only a voluntary decision by the Group B owners whether

<p class="MsoNormal">I would think that it's voluntary only, but imagine the scenario where someone builds a house with a private well, then the well dries up. Is the only option drilling a new well if the Group B won't allow a new connection?<o:p></o:p></p>
