[WSBARP] Personal property excise tax referral

i have a boating friend who is trying to minimize the licensing/excise/use tax.

they owned a boat, traded that boat in on a new boat, and paid the retail seller $10.  they got a receipt stating this.

they brought the receipt to the DOL and thought they could pay tax only on the $10, relying on WAC 458-20-247 regarding like-kind exchange.

the nice people at the DOL said that WAC 458-20-17802 and RCW 82.12.045 control and that they need to get the boat appraised, and then pay tax on the appraised value.

this is outside my areas of expertise.

looking for help/referral.
