They can use a Remote Online Notary. I know several here in Florida and in Tennessee.  I have used them extensively for deeds and other documents in my Washington practice. Let me know if you want a name and contact information.

Hi Listmates,

I have a client who needs to sign a QCD and have it notarized. However, he is a US serviceman currently serving overseas in Japan and the nearest US Embassy/Consulate is 8 hours away via train. Is it possible to have a remote notary witness his signature over Zoom/remotely and if so, do you know anyone who does this?
