I would grant a restrictive covenant to the lot they are keeping. Like an easement, only the benefited lot can release it.   Obviously there is a merger issue but you resurrect the covenant by making the burdened lot “ subject to” in the transfer deed.   That is my Friday fast answer, others may disagree.

Client  wants to sell their next door lot and record a Declaration prohibiting STRs upon that next door lot before it sells.   After the sale what's to keep the new owner from recording a revocation of that Declaration and then renting to STRs?
