[WSBARP] Service by Publication – Basic Question

Dear Listmates:
I'm starting a quiet title action for residential real property in Washington. One of the known defendants lives out of state. Two separate process servers have tried to personally serve the defendant but have been unsuccessful. I am now planning to serve by publication. (I know I might be able to serve by mail, but that would give the defendant 90 days to respond as opposed to 60 if I served by publication.)
RCW 4.28.100 appears to only require the filing of an affidavit, and not an order of the court. Am I correct that this would not require an order of the court? The reason I'm asking is because I have several past examples of a motion, declaration, and order being used to initiate service by publication.
