Yes. See WAC 458-61A-202(6)(c)<https://app.leg.wa.gov/WAC/default.aspx?cite=458-61A-202> and WAC 458-61A-303(2)(m)<https://app.leg.wa.gov/WAC/default.aspx?cite=458-61A-303>. Even though 303(2)(m) refers to recording a death certificate to complete transfer via TOD deed, I think it makes sense to complete a REETA when recording a death certificate to document any kind of inheritance transfer.
