Craig,

The employee can send a letter requesting to review his personnel file pursuant to RCW 49.12.240 and RCW 49.12.250.  The legislature finally filled the gap and created a cause of  action for the failure to provide the personnel file with smaller statutory damages and the hammer of attorney fees.  RCW 49.12.261.
