[WSBARP] Notice of Foreclosure to 3rd Party?

Is there a way to be notified if a particular property goes into foreclosure, without a legal interest in such property?  I don't have all the details, but client believes that a parcel will be going into foreclosure, and client wants to buy it. Owner does not want to sell, but might not have a choice. Is there some document that can be recorded? Other suggestions? Thank you.
