[WSBARP] BPA issues

I have a client who is having issues with the BPA and is imposing unreasonable restrictions on  their ability to put in roads and parking areas on a BPA power easement I'd appreciate a referral or self referral as to any attorneys who have dealt with the BPA on these types of issues. The problem is that Puget power is refusing to provide power service unless we reach an agreement with the BPA as to these improvements on the BPA power line easement. Your referrals would be greatly appreciated thank you
