[WSBARP] Tribal Land Issue

This is a strange one. Tribal member goes to the heirs of a deceased member
and "purchases" their interests in the deceased member's tribal property and
records deeds with the county auditor. No BIA approval to take this
property out of trust. County is now taxing the purchaser, even though it
is technically still tribal property. Another tribal member inherited the
deceased member's property and obtained BIA approval and now owns the trust
interest. Is there someone in our group knowledgeable in tribal real estate
law that I could talk to about who owns the property?
