You can use a Ron from any state, since the notarial act of one state is granted full faith and credit. I have recorded numerous documents in Washington using RON notaries in Florida and Virginia.

Contact Notary Force. They are good and reasonable. They will probably have to use a notary that does not use kba for verification since the signers are non-US. They can either hook you up with a Virginia or Tennessee Notary.  https://www.notaryforce.com/
