Michelle,

Are you saying that the home owning neighbor with all the junk works for the division of the county that handles code enforcement?  Or, you are thinking they know people who work in that county division that handles code enforcement?

I don't know WHEN your client started making their complaints. But, unless it's a high level government official who is the neighbor and has all this junk, it's hard for me to imagine that anyone is slow walking the complaints for this particular neighbor. The great probability is that the people handling the complaints are just slow, period.

I think you should make sure that you are contacting the correct entity.  The sheriff will only probably respond if there is a crime. So, you'll need to identify the crime. I don't know about the others. 

Once you identify the correct entity that handles the particular complaint, maybe make their job easy. Find the specific ordinance violation. Speak with them about the importance of getting this place cleaned up and ask them WHEN you can expect them to follow up on complaint. 

It shouldn't take that long to get these situations addressed. I don't know what county you are in but, in my experience, they write up a citation, give the person like 2 weeks to clean the place up, or they can get a fine (although they can get an extension, etc.). You can stay on top of it and make sure the case keeps moving.

If the property is ALREADY on the market, depending on how effected your client thinks the sale might be, maybe its worth your client's while to speak to the neighbor, offer to pay ALL or HALF of the cost to haul away the trash, clean the yard, and address the cosmetic issues.  That would be fast and easy.
