Would the grandchild's refusal to accept the money effectively be a disclaimer, such that the money gets returned to the estate of the decedent for distribution to residual heirs or devisees?

Decedent set up an UTMA account for all grandkids. One grandkid, age 28, has repeatedly indicated he doesn't want the money. What if anything can be done with the money in this account (approx. $12k)?
