[WSBARP] Neighboring Property Junk

Listmates, client's property is for sale and buyers are skittish of neighboring property.  Property next door is a dilapidated mobile home (with no roof and billowing insulation), hypodermic needles, garbage, hazardous chemicals (including gallons of "everclear" - someone's get-rich-quick scheme).  Calls and complaints to local sheriff, code enforcement, public health, and fire department all go without any action.  Private owner of neighboring property works for the County and it seems everyone is slow-walking or ignoring client's complaints.  Recommendations?  Threaten mandamus action?
