Will title co insure against any claim of prescriptive easements and will that satisfy the County.

Subject: [WSBARP] Title Issue

Hello title experts, client is selling parcel to County. County wants seller to get release of interest from downstream property owners as to any potential prescriptive easement claims to a roadway on Client's property the downstream owners have never used. Downstream owners aren't happy with idea of County owing client's property and are not willing to sign anything to accommodate the sale. Client can assure title company that the downstream owners have not used the roadway and have no potential claim. Is there a way to insure around this issue to satisfy County as buyer? Other ideas???
