I think that's good service; all you have to do is mail it, he doesn't have
to pick it up. I don't think you need to publish.

Obtained an order to serve by mail (ejectment action).  Defendant refused to
accept either the certified mail or the regular mail.  It all came back.
Still good service or now go get order to publish?
